ABOUT THE ACCREDITATION BODY OF MONTENEGRO

Legal framework


The establishment and further development of the accreditation system in Montenegro, including the founding and operation of the national accreditation body, are grounded in the following legal instruments:

  • Law on Accreditation (“Official Gazette of Montenegro”, Nos. 54/09 and 43/15),
  • Decision on the Establishment of the Accreditation Body of Montenegro (“Official Gazette of the Republic of Montenegro”, No. 21/07, and “Official Gazette of Montenegro”, Nos. 13/2025, 35/2025 and 117/2025),
  • Statute of the Accreditation Body of Montenegro, approved by the Government of Montenegro at its session held on 14 December 2017.

The Law on Accreditation stipulates the establishment and operation of the national accreditation body, the financing and supervision of its work, the accreditation process, cross-border accreditation, and other matters of importance to accreditation. The Law is fully harmonized with European Union legislation, complying with relevant provisions of Regulation (EC) No. 765/2008.

The Government of Montenegro, by its Decision on the Establishment of the Accreditation Body of Montenegro, founded the national accreditation body as an independent, non-profit organization mandated to carry out the accreditation of conformity assessment bodies in the public interest. The Decision specifies the name and headquarters of the accreditation body, its scope of activities, governance structure (organs), funding mechanisms, rights, obligations and liabilities in legal matters, as well as the supervision of its operations.

The Statute of the Accreditation Body of Montenegro further elaborates the legal framework of the organization, its seal, stamp and logo, the scope of its activities, the competencies and functioning of its governing bodies, the establishment of technical and advisory committees, general acts, principles of transparency and confidentiality, as well as other matters relevant to its functioning and operation.
